This is a different situation from a drive that Windows never notices at all. Here, the drive shows up: it appears in File Explorer, sometimes even with a name and a size, but double-clicking it does nothing, or Windows offers to format it before you can use it. That's usually because the drive was formatted on a Mac, using a filesystem called APFS or HFS+, instead of the ones Windows understands, NTFS or exFAT.
