What's stopping Bluetooth from pairing in the first place
Bluetooth pairing is really two devices meeting for the first time and agreeing to trust each other going forward. Before anything can travel between them, your PC needs to be actively listening for new devices, the device needs to be actively announcing itself, and the two need to agree on a matching code or a simple confirmation. If any one of those three doesn't happen, pairing just fails silently — no error, no reason given, just a device that never shows up or an attempt that spins and gives up.
What makes it confusing is that a device can be fully powered on and working elsewhere and still never appear on this PC — because pairing failures live in the handshake between the two, not necessarily in either device on its own.
