What decides whether you actually see an email notification

An email notification on your PC depends on more than just a new message existing — your mail app, or Windows itself, has to actually be checking for new mail regularly, be allowed to show notifications at all, and correctly attribute the notification to the right account if you have more than one. Any weak link in that chain means new mail can arrive perfectly fine while you never actually see a notification for it.
