What's going on when drag-and-drop stops working

Dragging something with the mouse depends on Windows correctly following three separate moments in a row - registering the click-and-hold that picks the item up, tracking the movement while you keep holding, and recognizing the release as an actual drop. When any one of those moments doesn't register correctly, the item can refuse to pick up at all, seem to drag but never actually drop, or snap right back to where it started the instant you let go.

This version of the problem isn't tied to any single update or moment in time. For a lot of people it's been unreliable on and off for a long while, or it started with no clear trigger they can point to, and it isn't limited to one kind of dragging either - files in a folder, browser tabs, email attachments, and text selections can all be affected.

Common questions

Does this always mean something recently changed on my PC?
No - for a lot of people this has been happening on and off for a long time, or it started without any clear trigger they can point to. It doesn't have to trace back to a specific recent change.
Does this mean something is wrong with my mouse?
Usually not. Dragging passes through several steps between the click and the drop, and a mouse that clicks and scrolls fine doesn't rule out a snag somewhere further along that chain.
Why does it work in one app but not another?
Different apps and windows handle a dragged item differently once it's picked up, so the same underlying snag can show up in some places and stay invisible in others.
Could this be a sign of a bigger problem with my PC?
