Why sleep and wake trips up a dock specifically
This is a different situation from a dock simply running out of shared capacity for everything plugged into it. Here, a dock and its connected displays or devices can work completely fine for as long as the laptop stays awake — the trouble shows up specifically at the moment the laptop sleeps and then wakes back up.
Coming out of sleep, the laptop and the dock have to rediscover and reconnect everything attached to it, and that handshake doesn’t always complete cleanly. A display or device that was working perfectly before sleep can come back missing or unresponsive after waking, even though nothing about the dock’s actual load has changed.
