What the admin-approval prompt is doing

Before a program can make a change that affects the whole PC — not just your own files — Windows pauses and asks you to confirm you actually want to allow it. That prompt is a checkpoint by design, not a bug: it exists specifically so a change like that can’t happen silently in the background without your say-so.

Problems with it usually aren’t about the prompt appearing — that’s normal — but about it behaving oddly: showing up for things that never used to ask, appearing constantly, or not actually letting you through even after you approve it.

It removes a safeguard rather than fixing the underlying cause of whatever’s bothering you — worth understanding the actual cause first, since disabling it is trading protection for convenience.
Why does an app suddenly need permission it didn’t before?
That can be a normal change after an update, or it can be worth a second look if it’s a program you don’t fully trust — the two look identical from the prompt alone.
Is this the same as the “access denied” error on a shared folder?
No — this is a program asking your permission to make a system-wide change on this PC. A shared-folder error is about a different account’s permission to open a folder over the network. Different mechanisms, different fixes.
