Why your PC's own clock can drift or reset
This is different from your PC disagreeing with your phone or another device over time zone or format — that's a sync issue between devices. This is about your PC's own clock being wrong on its own, even with no other device in the picture at all: the time or date shown is simply incorrect for where and when you actually are.
A PC keeps time using a small internal clock that's meant to be kept accurate by periodically checking in with a trusted time source, plus a tiny battery that keeps it ticking even when the PC is off. When either of those pieces isn't working as expected, the clock can drift slowly over days, or snap back to a very wrong date the moment the PC restarts.
