What a static IP and port forwarding actually do
Most home networks hand your PC a new address behind the scenes every so often, which is fine for everyday browsing but a problem for anything that needs to find your PC reliably over time — a static (or reserved) address fixes that by keeping it the same. Port forwarding is a related but separate idea: it opens a specific, chosen doorway through your router so something outside your home network can reach a particular program running on your PC.
It’s trickier than it sounds because it isn’t a Windows-only setting — it depends on your router’s own configuration too, and every router brand presents this a little differently, which is exactly where generic instructions tend to stop being useful.
