- Not a problem itself, but a stripped-down way to start Windows with only the basics loaded — it's a tool for sorting out other problems. Being in Safe Mode isn't dangerous; it's a safe place to work when something is misbehaving. People end up here to test whether an app or driver is causing trouble, or because Windows started this way on its own after a rough shutdown.
