What happens when game overlays get in each other's way

Overlays — things like a chat panel, an FPS counter, or a recording control — work by inserting themselves into a game's own rendering on the fly, right as the game is drawing each frame. Several different programs can all try to do that at once (a game platform's own overlay, a chat app's overlay, a graphics-vendor overlay), and when two of them reach for the same moment, the result can be stutter, a black flash, or the game closing outright.
