What's different about background blur not working
This is different from a webcam that's black, not detected, or won't turn on at all — that's the camera feed itself failing. Here, the camera works and shows video just fine; it's the background blur or replacement effect specifically that isn't applying, is glitchy, or drops out partway through a call.
Background effects are processed as an extra layer added on top of the raw camera feed, in real time — separating you from what's behind you and then applying the effect, frame by frame, while the call is happening. That's noticeably more work than just showing video, which is exactly why this feature can fail or behave inconsistently even while the underlying camera feed is completely fine.
