What shadow copies do, and how that’s different from System Restore

System Restore rolls back your PC’s system settings as a whole; this is narrower and more personal. Windows can also quietly keep snapshots of individual files and folders on your drive, letting you reach back for an earlier version of one specific file, without touching your system settings or installed programs at all.

Where it’s available, this works by periodically capturing the state of a drive, keeping earlier versions of files as they change over time. It’s a separate feature from cloud version history too — this one lives locally on the PC’s own drive, rather than depending on a file being stored in a cloud service.
