What a local file permission error means

Every file and folder on your PC has permissions attached to it — a record of which accounts are allowed to open, change, or delete it — and an error here means your account isn't currently listed as allowed for whatever you were trying to do, even on a file sitting right there on your own PC. This is different from being denied access to a folder shared over a network with another PC, and different again from the prompt asking your permission before a system-wide change — this is specifically about a local file or folder's own permission record disagreeing with your account.
