What cross-device clipboard handoff actually does

This goes beyond copy and paste working normally on one PC, and it’s different from copy-paste being broken — this is about something copied on one device becoming available to paste on a completely different device, phone to PC or PC to another PC, without emailing it to yourself or plugging anything in. It’s a handoff between devices, not the basic copy-paste action itself.

A handoff like this generally depends on both devices being signed into the same account and connected around the same time, and it typically covers recently copied text rather than an unlimited history. It’s a separate feature from remembering several things copied on one single device.

Signs of whether handoff is actually working

A short delay before something copied elsewhere becomes pasteable is normal — it isn’t instant, just quick, and a few seconds isn’t a sign of a problem.

Is this the same as clipboard history on one PC?
No — clipboard history is about remembering more than one thing you’ve copied on the same device; this is about a copy on one device becoming available on a completely different one.
Do both devices need to be turned on at the same time?
Generally both need to be active and connected around the same time for a handoff to happen — it isn’t designed to queue something up indefinitely for whenever a device happens to come online later.
Is it safe to copy sensitive information this way?
It’s worth being thoughtful about, since something copied for cross-device handoff is briefly available on more than one device rather than staying contained to a single PC.
