What's going on when notifications or Focus Assist misbehave
Windows notifications and Focus Assist, the feature meant to quiet them down at certain times, work together as a system that has to track what you want to see, when, and from which apps β and when that system misfires, you get one of two frustrating opposites: notifications that won't stop when you wanted quiet, or important ones that get silently swallowed when you actually needed to see them.
Because it depends on settings for individual apps as well as an overall on and off state, a notification problem can be happening at either level, the app itself or the broader system managing when anything is allowed through, and those need different fixes.
